The SUSTAIN Project supports comprehensive HIV/AIDS service delivery at regional referral and district hospitals across the country. By focusing primarily on health systems strengthening and quality improvement, the program seeks to strengthen MOH ownership for provision of care and treatment services and enhance quality of service delivery.

With its non-profit affiliate, the Center for Human Services (CHS), URC manages projects in over 40 countries, including the United States. URC is the lead implementing partner on the SUSTAIN project.

One primary objective of the project is supporting increased MOH stewardship of HIV services to promote sustainable service delivery within the public sector. Contributing to the scale-up of treatment services in Uganda from 2004 to 2010, the United States Agency for International Development (USAID)-funded TREAT project, implemented by Joint Clinical Research Centre, expanded access to HIV care through the provision of comprehensive service delivery at 52 satellite clinics and 25 clinical outreach sites. SUSTAIN builds upon the achievements of the TREAT project, maintaining coverage of care for people living with HIV in 10 regional referral hospitals (RRHs) and 6 general hospitals (GHs) and providing laboratory services at an additional two RRHs. Due to the United States President’s Emergency Plan for AIDS Relief (PEPFAR) partner rationalization exercise conducted in 2011, SUSTAIN supports 15 of the hospitals previously supported by TREAT, while the remaining TREAT sites are supported by other PEPFAR implementing partners.

In addition to coverage of care, the SUSTAIN mandate has an increased focus on strengthening public systems for sustainable service delivery through strong partnerships with the Ugandan Ministry of Health and other key stakeholders.
